The Waxman-Markey cap-and-tax bill contains a small ‘emergency provision’ giving the President emergency powers if the worldwide ‘greenhouse’ gas levels reach 450 parts per million. The gasses will reach that level just a few months from now.

The Democrats are handing the President dictator-like powers over industry.

I believe the article refers to Sec. 476 –  ‘Natural Resources Climate Change Adaption Strategy’ which give the President wide powers to do what he feels is necessary to protect the climate. The section refers to ‘protocols’ which refers means regulatory powers.

The article also seems to refer to Sec. 707 — ‘Presidential Response and Recommendations’ which give the President certain powers:

The President shall direct relevant Federal agencies to use existing statutory authority to take appropriate actions identified in the reports submitted under sections 705 and 706, and to address any shortfalls identified in such reports, not later than July 1, 2015, and every 4 years thereafter.

This is just one more evil in a really bad bill.
